Sim Free/Gsm Phones Vs. Unlocked Phones}

There has been a lot of talk about unlocking cell phones over the past couple of years. The purpose of unlocking a cell phone is lost to most people, why on earth would I want to void the warranty of my cell phone and my contract with my provider? Overall, the question of whether or not to unlock your cellular phone can be a bit baffling.

To start to answer this question, lets start with the SIM card. Anyone who has a smartphone, iPod, or blackberry is well versed in the use and application of SIM cards, these cards are the link between your cellular provider and your usage. Over the past few years, however, cell phone users want more access when traveling, or just the freedom to use their phones without restriction from their carriers. To get these advantages one must either unlock their wireless phones or PDAs, or buy a SIM free or GSM phone.

What are SIM free/GSM phones and why would you want one?

SIM free phones are GSM (Global System for Mobile Communications) phones. These phones are sold without a connection to a carrier; they have never been locked to any network. These phones are factory made which cuts down on the problematic unlocking of a contract phone. GSM phones can accept any SIM card associated with a compatible frequency. To simplify, these phones will work anywhere in the world as long as a local area SIM card is used. If you are a traveler, using a GSM phone and purchasing a SIM card for the region you are visiting will undoubtedly cut down on cell phone billing, and provide all access coverage in that area. It is important for users to recognize the compatible frequencies in which the phone will work. The standardization of these frequencies is still in its infancy stage, but users should be able to find the proper frequency compatible to their phone anywhere worldwide.

Unlocking carrier driven wireless phones

Cellular phones users mainly want to unlock their phones to easily be able to use their phones with any SIM card, not just the one from their service provider. To purchase an already unlocked phone can be pricier than a locked phone because the carrier has a guaranteed income with a contract for the locked phone. Alternately, a phone user may choose to unlock their phones themselves with little difficulty. There are thousands of sites leading you through this process online.

Debranded phones are more costly still. Debranding involves special unlocking boxes which remove the operator logo (ie-Motorola, Nokia) on start-up and removes the limitations that the operator imposes on the cellular device. Only a professional can do this with the proper equipment, lending to its price.

What are the laws governing these unlocked cellular options?

In the U.S., there are no laws governing SIM locking. Due to public pressure, the topic has slowly been gaining momentum and providers are allowing for unlocking options to increase their sales. A great example of a company waking up to this unlocking phenomenon, is AT&T. Last year they disabled the tethering feature allowing the iPhone to be used as a computer modem.

In the U.K. and around Western Europe, box breaking (unlocking) is quite common. It is a legal practice which involves buying a pay-as-you-go handset from any retailer, then unlocking the phone and reselling abroad at a higher price than the retailers. The original SIM card is then either thrown away or resold elsewhere.

In Canada, there are presently no laws regulating SIM unlocking. Presently no wireless provider offers unlocked phones, but it is entirely legal to unlock them. Last year, Rogers Communications started offering an unlocking option on all of their phones for a fee of $50.00, brought about by public pressure. Bell Mobility followed suit with an unlocked option, however they do not offer this option on all of their handsets, and they charge $75.00. Apple Canada also became available unlocked, but only when purchased fully directly from Apple Canada.

Last June the Canadian government proposed changes to the Copyright Act (Bill C-32) maintaining the legality of unlocking cellular devices, followed by Bill C-560 (the Cell Phone Freedom Act) which would prohibit carriers from selling SIM locked phones in Canada without first informing the consumer of the existence of such a lock. This C-560 bill additionally mandates that phone companies selling new phones must unlock customer phones, without charge, at the end of contract or upon purchase of phone outright, when requested by the customer.

Whether you buy a GSM wireless phone, or unlock your present phone yourself, there are many attributes to being free of carrier limitations. Its a personal choice dependent on how you use your wireless device, which carrier you use and what options you may or may not have. Doing a little research for your wireless needs will help to determine if you should get into the unlocking phenomenon.

Final bidder submits SGD5.5 billion plan for Singapore casino

The third and last bidder for Singapore’s Sentosa Integrated Resort (IR) project, Eighth Wonder, submitted its development plan yesterday: a SGD 5.5 billion(USD 3.52 billion) eco-friendly casino known as “Harry’s Island”.

Harry’s Island will boast 10 luxury, family-oriented hotels, a tree house with family suites, and a 7,500-seat Caldera theater which will feature nightly spectacular shows.

Eighth Wonder says it wants to make Harry’s Island a world-class, must-see tourist destination and has roped-in several big names in its tender. If selected, the resort will have spas and health centers run by health guru Deepak Chopra, Vera Wang hotels with access to her entire wedding collection, and a soccer academy with Brazilian soccer icon Pele giving his input.

Harry’s Island will create around 15,000 jobs, including 5000 in the food and beverage industry.

The company believes it can recover its investments by 2015 by generating over $5.6 billion in five years; it hopes to bring nearly 15 million visitors annually by 2014.

The Sentosa IR project is the second of two IR tenders offered by the Singapore Government: the first was located in Marina Bay.

The Singapore government is expected to announce the winner in December.

Ingrid Newkirk, co-founder of PETA, on animal rights and the film about her life

Last night HBO premiered I Am An Animal: The Story of Ingrid Newkirk and PETA. Since its inception, People for the Ethical Treatment of Animals (PETA) has made headlines and raised eyebrows. They are almost single-handedly responsible for the movement against animal testing and their efforts have raised the suffering animals experience in a broad spectrum of consumer goods production and food processing into a cause célèbre.

PETA first made headlines in the Silver Spring monkeys case, when Alex Pacheco, then a student at George Washington University, volunteered at a lab run by Edward Taub, who was testing neuroplasticity on live monkeys. Taub had cut sensory ganglia that supplied nerves to the monkeys’ fingers, hands, arms, legs; with some of the monkeys, he had severed the entire spinal column. He then tried to force the monkeys to use their limbs by exposing them to persistent electric shock, prolonged physical restraint of an intact arm or leg, and by withholding food. With footage obtained by Pacheco, Taub was convicted of six counts of animal cruelty—largely as a result of the monkeys’ reported living conditions—making them “the most famous lab animals in history,” according to psychiatrist Norman Doidge. Taub’s conviction was later overturned on appeal and the monkeys were eventually euthanized.

PETA was born.

In the subsequent decades they ran the Stop Huntingdon Animal Cruelty against Europe’s largest animal-testing facility (footage showed staff punching beagle puppies in the face, shouting at them, and simulating sex acts while taking blood samples); against Covance, the United State’s largest importer of primates for laboratory research (evidence was found that they were dissecting monkeys at its Vienna, Virginia laboratory while the animals were still alive); against General Motors for using live animals in crash tests; against L’Oreal for testing cosmetics on animals; against the use of fur for fashion and fur farms; against Smithfield Foods for torturing Butterball turkeys; and against fast food chains, most recently against KFC through the launch of their website kentuckyfriedcruelty.com.

They have launched campaigns and engaged in stunts that are designed for media attention. In 1996, PETA activists famously threw a dead raccoon onto the table of Anna Wintour, the fur supporting editor-in-chief of Vogue, while she was dining at the Four Seasons in New York, and left bloody paw prints and the words “Fur Hag” on the steps of her home. They ran a campaign entitled Holocaust on your Plate that consisted of eight 60-square-foot panels, each juxtaposing images of the Holocaust with images of factory farming. Photographs of concentration camp inmates in wooden bunks were shown next to photographs of caged chickens, and piled bodies of Holocaust victims next to a pile of pig carcasses. In 2003 in Jerusalem, after a donkey was loaded with explosives and blown up in a terrorist attack, Newkirk sent a letter to then-PLO leader Yasser Arafat to keep animals out of the conflict. As the film shows, they also took over Jean-Paul Gaultier‘s Paris boutique and smeared blood on the windows to protest his use of fur in his clothing.

The group’s tactics have been criticized. Co-founder Pacheco, who is no longer with PETA, called them “stupid human tricks.” Some feminists criticize their campaigns featuring the Lettuce Ladies and “I’d Rather Go Naked Than Wear Fur” ads as objectifying women. Of their Holocaust on a Plate campaign, Anti-Defamation League Chairman Abraham Foxman said “The effort by PETA to compare the deliberate systematic murder of millions of Jews to the issue of animal rights is abhorrent.” (Newkirk later issued an apology for any hurt it caused). Perhaps most controversial amongst politicians, the public and even other animal rights organizations is PETA’s refusal to condemn the actions of the Animal Liberation Front, which in January 2005 was named as a terrorist threat by the United States Department of Homeland Security.

David Shankbone attended the pre-release screening of I Am An Animal at HBO’s offices in New York City on November 12, and the following day he sat down with Ingrid Newkirk to discuss her perspectives on PETA, animal rights, her responses to criticism lodged against her and to discuss her on-going life’s work to raise human awareness of animal suffering. Below is her interview.

Former Bartlett, Illinois official punished for possessing child porn

A former vice president of the Bartlett Park District in Illinois, United States was sentenced to 30 months of probation and 200 hours of community service for possession of child pornography. Charles Rowe, a 61-year-old commissioner of the park district since 2001, was also fined US$1,000 and must register as a sex offender for the rest of his life.

The investigation against Mr. Rowe began in September 2007 when PayPal tipped law enforcement authorities of the illegal purchase. On July 22, 2008, Bartlett police officers and federal agents from U.S. Immigration and Customs Enforcement executed a search warrant on his home and seized his computers. He was later arrested on December 10 and was charged with two Class 3 felony counts of possession of child pornography. He posted the minimum 10% of his US$100,000 bond and was released from the DuPage County jail the next day, when he effectively resigned from his post on the park district board. He pleaded guilty to one of the two counts on November 30, 2009.

The crime apparently did not use park district computers. Mr. Rowe was first elected to the board in 2001 and was reelected to a second six-year term in 2007. A background check done on him after his election revealed no previous criminal record.

Why Build a Qualified Sales Pipeline

If your management asks you to check your sales pipeline that means you need to pay attention to the leads you are generating and how qualified they are. Your sales numbers will dip if the sales pipe line is not steady and strong enough to help you reach your sales targets. If you are not generating enough qualified leads and qualifying prospects how can you have sales? You will be advised to build a qualified sales pipe line to be effective in selling.

Each sale starts with a lead: a name, a phone number, an email address, a referral, or the person that just walks in to your office or store. The next step is qualifying the leads. To determine whether the customer has the need and capacity to buy your product or service. For instance, a growing small business owner may have the need of a few personal computers in the office to augment increasing business activity. But does your brand of computers meet his business needs? If yes, how many can they afford to buy at this stage and how many more in the near future?

The next steps are setting appointments with the prospects and giving a demonstration of your product or service. This could lead to a sale and taken all together this is known as the sales process. The first two activities: generating leads and prospecting are known as creating a sales pipe line.

Archery and Sales

The analogy of a sprinkler system best applies to a sales pipe line. When a garden needs to be watered with a sprinkler system there is an elaborate plan. The pipes carrying water are arranged in such a manner that the water flow is steady to all the sprinklers. The game of archery is the perfect analogy for sales. An archer is given many arrows to hit the target. With the given number of arrows they have to maximize their score. The closer their arrows hit the bulls eye, the more points they receive. Similarly, a sales person creates leads, qualifies them as prospects, and tries selling to them. Just as an archer may not hit the bulls eye every time they take aim, sales person may not be successful in selling with each call or each prospect. As an archer tries with more than one arrow to hit the target, the sales person also tries to make a sale with more than one prospect. In fact the game of archery requires the archer to carry all the arrows with them. Sales people keep trying with many prospects. And prospects come from leads.

Ten or more leads may provide the sales person with one good prospect. And one in ten such prospects may actually buy. This is the basic premise of a sales pipe line.

Steady Sales Pipe Line

Though the archer gets many arrows to use, still they are fixed in number. They have to utilize their skills in notching up the best score by hitting the bulls eye repeatedly at a given point in time. Likewise, a sales person generates a fixed number of leads during a sales day. For example, a computer sales person targeting a high rise building in Manhattan housing 50 offices can have 50-100 leads at the maximum (assuming that in some offices they may get the chance to sell to individual employees in addition to catering to the official requirements of the firms) from that building. Their sales would depend on how they manage the 50-100 leads.

There are no infinite number of leads and prospects. Every market segmented on the basis of location, income, and preferences of the consumers are limited in size. Wisdom lies in utilizing the leads and prospects properly and converting them in to sales. Careless exhaustion of the list of leads will only result in spoiling the chances of selling. Each lead has to be dealt with carefully. Each prospect has to be worked on attentively.

While taking each lead and prospect with due attention and sincerity a good performer in sales builds a steady pipe line of leads and prospects. Once a list of leads is exhausted fresh leads will be needed. High performers in sales always have a steady sales pipe line by renewing it with newer leads and prospects. They also include past and current customers in this sales pipe line. Fresh requirements from existing customers are no less important to sales than a new hot prospect.

With the possibility of rejections the only way a sales person can achieve their sales quota is to generate the maximum number of leads and qualify the maximum number of prospects out of them and thereby increase the chances of selling. The generation of qualified leads and prospects should be steady and voluminous. And each lead and prospect should be worked on diligently so that not a single one is wasted. This is the essence of a qualified sales pipe line which holds the key to maximizing sales.

Space Shuttle Discovery launches on mission STS-124

Space Shuttle Discovery has successfully launched from Launch Complex 39A at the Kennedy Space Center in Florida, beginning mission STS-124. Discovery will deliver the main pressurised module of the Japanese Experiment Module to the International Space Station. Lift-off occurred at 21:02:12 GMT this evening, with the ascent to an initial sub-orbital trajectory lasting approximately eight and a half minutes. Orbital insertion occurred shortly afterwards, with a circularisation burn which concluded at 21:42 GMT.

This is the third Space Shuttle mission of 2008. STS-124 is the second of three missions to assemble the Japanese Experiment Module, also known as Kibo. The JEM Pressurised Module (JEM PM or JPM) is the largest laboratory module of the International Space Station, and one of the largest payloads ever launched by the Space Shuttle. The main Japanese robot arm, or RMS, will also be launched on this mission. Discovery’s mission is scheduled to last for fourteen days, however it can be extended by two days if necessary. Three spacewalks, or EVAs, are planned to be conducted.

STS-124 has a crew of seven astronauts; Mission Commander Mark E. Kelly, Pilot Kenneth Ham, Mission specialists Karen L. Nyberg, Ronald J. Garan, Michael E. Fossum and Akihiko Hoshide, and Expedition 17 crewmember Gregory Chamitoff. All crewmembers are American, except Hoshide, who is Japanese. The astronauts were awoken at 11:30 GMT on launch day, and began preparations for their launch. This is the first spaceflight for Ham, Nyberg, Garan, Hoshide and Chamitoff, the second for Fossum, and the third for Kelly. The launch coincides with Kelly’s father’s birthday.

Preparations for launch had been underway for several months. The External Tank arrived at the Kennedy Space Center in late March. Following tests in a checkout cell, it was mated with two solid rocket boosters which had been assembled on a Mobile Launch Platform. Discovery was then rolled from the Orbiter Processing Facility to the Vehicle Assembly Building for mating with the External Tank and boosters. Rollover occurred in late April, and was followed by rollout to the launch pad about a week later.

The Kibo pressurised module arrived at the Kennedy Space Center in May 2003 by ship. It was then moved to the Space Station Processing Facility. Electrical interface tests with the Harmony node were conducted in August 2003. At the end of April 2008, the module was placed in a transportation canister, and moved to the launch pad. The payload arrived at the launch pad about a week ahead of the Shuttle. Once Discovery arrived at the launch pad, the module was placed into Discovery’s payload bay. Owing to the size of the payload, there was no room in Discovery’s’ payload bay for the Orbiter Boom Sensor System (OBSS), a safety device used primarily to inspect the Shuttle Orbiter’s heat shield. As a result of this, Endeavour left its OBSS at the International Space Station, during the last Shuttle Mission, STS-123. Discovery’s crew will collect this during an EVA.

Fueling of Discovery’s External Tank in preparation for launch began at 11:50 GMT. By 12:50, it had been confirmed that initial tests on Engine Cutoff (ECO) sensors in the External Tank had been conducted successfully. ECO sensor failures had caused a number of delays to recent Shuttle launch attempts, and STS-124 is the first mission to use a modified tank, which is intended to eliminate such faults. At the time at which tanking began, weather forecasters predicted an 80 percent chance of acceptable conditions at the scheduled launch time. Fuelling was completed, and topping up of cryogenic propellant began, at 15:36. In addition to the ECO sensor modifications, this was the first mission to use an External Tank manufactured after the Columbia accident in 2003, and therefore the first tank to have all safety enhancements built into it, rather than retrofitted.

The terminal countdown resumed after a planned hold at T-3 hours, at 17:07 GMT. Crew walkout from the Operations and Checkout building at the Kennedy Space Center occurred at 17:12. Following walkout, the crew boarded a bus known as the “astrovan”, which was used to transport them to the launch pad. The crew arrived at the launch pad at 17:31, and began boarding Discovery at 17:38. As Mission Commander, Mark Kelly was the first to board the orbiter. He was followed by Chamitoff at 17:42, Ham at 17:52, Fossum at 17:55, Nyberg at 18:08 and Hoshide at 18:11. Ron Garan was the last to board the orbiter at 18:21. Pad technicians known as the closeout crew, assisted the astronauts with boarding the Shuttle, and getting strapped in. The pad technicians were cleared to close the orbiter’s access hatch at 19:02 GMT, and the hatch door was closed two minutes later at 19:04. Sealing the hatch was completed at 19:54.

A scheduled ten-minute hold at T-20 minutes began at 19:47 GMT. During this hold, the closeout crew put thermal insulation plugs into screwholes on the orbiter’s hatch, removed protective covers, and disassembled the white room, a collapsible structure at the end of the crew access arm which is used to access the spacecraft. The countdown resumed at 19:57. At that time, no problems were being worked.

The final built in hold, at T-9 minutes and lasting for 45 minutes and 12 seconds, began at 20:08. During this hold, flight controllers set the exact launch time to be 21:02:12 GMT, and confirmed that the launch window would end at 21:08:59 GMT. The countdown was set to resume at 20:53:12. Shortly before the end of the hold, the launch director described conditions as a “gorgeous day to launch”, and wished the crew “good luck and Godspeed”. Mark Kelly thanked him, and replied “whilst we tend to live for today, Discovery, with Kibo, will certainly deliver hope for tomorrow”. Countdown resumed on time at the end of the hold, and the automated Ground Launch Sequencer was initiated.

When giving clearance to retract the Orbiter Access arm from the Shuttle, seven minutes before launch, the Orbiter Test Conductor wished the crew “best of luck delivering JEM to the International Space Station”. Four minutes before launch, the engines were purged of gasses, and tests of the flight control surfaces began. Liquid hydrogen tanks were pressurised shortly after at T-3 minutes, and the fuel vent cap was retracted. Two minutes before lift-off, the crew were instructed to close and lock their visors, and the liquid oxygen tank was pressurised. At T-50 seconds, the orbiter switched to internal power, and the Shuttle’s flight computers took over control of the countdown at T-31 seconds.

Launch occurred on schedule at 21:02:12 GMT. The Solid Rocket Boosters separated about 120 seconds into the flight, and around eight and a half minutes after launch, the Main Engines (SSMEs) shut down, and the External Tank was jettisoned. At this time, Discovery was on a 65km x 217km x 51.6° sub-orbital trajectory. Orbital insertion followed about thirty minutes later, with a firing of Discovery’s OMS engines. This burn started at 21:39 GMT, and ended at 21:42, lasting two minutes and 44 seconds.

At the time of launch, the International Space Station was flying over the Atlantic Ocean, South-East of Canada. Following launch, a fault was detected with the backup electrical system controlling the left OMS engine gimbal actuator. As it was a backup, flight controllers predicted that it would have no effect on the mission, and all scheduled burns will go ahead. The fault was later traced to the failure of both transducers in the unit, and it was reported that the problem was probably due to an equipment malfunction as opposed to a faulty sensor. When asked about the faulty actuator, NASA Administrator Mike Griffin stated that at the “worst case it would be a loss of redundancy but we will still be able to use that system”. Discovery’s payload bay doors were opened at 22:35 GMT. At 23:09, the crew were cleared to begin on-orbit operations.

Processing and countdown progressed smoothly, and were described by Discovery’s processing and launch flow director, Stephanie Stilson, as being “a very clean flow”. Mission Commander Mark Kelly remarked that there had been a “historic low on spacecraft issues”. Around four hours prior to launch, Stilson remarked that there had been 73 anomalies detected so far. The smallest number of anomalies during the countdown for a previous mission was 76, for STS-103.

Moron AFB in Spain was considered the primary transoceanic abort landing (TAL) site, should an engine failure, or other major problem have occurred during early ascent. Istres in France was considered the backup TAL site. The weather at both of these sites was good, however no abort was required during the launch.

This is the 123rd Space Shuttle mission, and the 35th to be flown by Discovery. Ten further missions are planned, including two contingency logistics flights, prior to the Shuttle’s retirement in 2010. Discovery is assigned to three of these missions. It is next scheduled to fly in early 2009, on mission STS-119. The next Space Shuttle mission will be conducted by Atlantis, which will fly STS-125, the final mission to service the Hubble Space Telescope. This is the fourth manned, and 27th orbital launch of 2008.

At a press conference following launch, NASA Administrator Mike Griffin stated that it was “a huge day for the space station partnership”, and that the International Space Station was “a place in orbit where we can learn to live and work in space”. He congratulated JAXA on the launch of the Japanese Experiment Module, saying that “Japan has now built a first class laboratory…which is capable of supporting humans in space”, and that “with this step Japan has shown itself to be capable of performing at the highest levels of space exploration”. Griffin also stated the STS-124 is “an essential step” in the Space Station programme. When asked by a reporter how he felt about recent NASA successes, including the STS-124 launch, and the landing of the Phoenix probe on Mars last Sunday, he joked that it felt “so great that not even having to do a press conference, two press conferences in a week can ruin it”. When asked about the difficulty of what NASA was doing, he remarked that flight controllers “make it look easy”, but “it is so far from being easy that I could talk until 6am tomorrow, and I wouldn’t touch on how difficult it is”.

NASA Associate Administrator for Space Operations Bill Gerstenmaier said that it was “a great day for the launch”, and described STS-124 as a “pretty challenging mission”. Gerstenmair stated that five foam debris impacts had been identified during ascent, but that NASA “don’t consider this a big deal, they were all late”. When asked what he meant by ‘late’, he explained that after 123 seconds into the flight, pieces of falling foam debris “can’t build up enough velocity to hit the orbiter, or if they hit the orbiter they will just bounce off” He went on to say that “things look really well and look really good”, and that NASA have “no concern” about foam, “It’s not an issue to us”.

Launch Integration manager LeRoy Cain described it as a “flawless countdown and a flawless launch”. He said that STS-124 is “a big milestone for us”, and went on to explain that “this is the most important mission we have going right now”. He also stated that the “tank’s performance looks really good”.

Launch Director Mike Linebach stated that it was a “Fantastic launch”, that was tying for the lowest faults during a countdown, with 74 issues reported. Stephanie Stilson has previously stated that the record was 76 issues, so it is unclear whether STS-124 has set a new record, or is tying with the previous record. Linebach went on to describe the launch as “outstanding”.

Keiji Tachikawa, the President of JAXA said that he “was very delighted to see the Shuttle Discovery successfully launched”. He stated that the Kibo module would “significantly enhance the capability to perform experiments in orbit”, and that experiments conducted aboard the Space Station, and the Kibo module, would lead to “better daily lives for the people of our planet”. He also expressed his “profound appreciation to NASA, and all international and domestic organisations” involved in the launch, explaining that the mission is “very significant to Japan”.

China steps up anti-gambling campaign

Beijing (??; pinyin: B?ij?ng) —Chinese President Hu Jintao is stepping up a government campaign to eradicate illegal gambling in China, detaining over 4,000 gamblers in an effort to clean up the public image of the Communist party.

Cadres and officials within the party have been caught using illicit funds, sometimes embezzled from local, state-run organizations, to gamble at casinos set up in border-towns within North Korea, in Macau, and in other popular gambling resorts outside of the direct control of the mainland government.

To assuage any fears that this latest campaign extends to ordinary working-class citizens, Deputy Public Security Minister Bu Jingfu has announced that ordinary citizens need not worry about being prosecuted for “friendly” games of mahjong. He did not specifically address whether mainland citizens should reconsider visiting the numerous mahjong gaming parlors which dot urban centers throughout the country.

“The whip that is used to beat wolves should not be used to beat sheep,” stated Bu Jingfu.

China allows a “social welfare” lottery, for which citizens can purchase tickets that help to fund social programs. However, this legal form of gambling is mostly favored by lower-income players who don’t have the opportunity to travel to the lavish gaming casinos frequented by the wealthier class of businessmen and party officials who can travel across the border on easily obtained one or two-day visas.

Despite relatively harsh penalties for those who are caught participating in illegal gambling operations, a number of provinces are well-known for hosting high-stakes gamblers in illegal, underground operations that are run on the mainland under the noses of local authorities. To combat these operations on a national level, the Public Security Ministry has sent 13 “inspection teams” to these provinces in an attempt to crack down on these operations.

One historian believes that China’s government, which in its various forms has tried to stop avid gamblers for thousands of years, will have no better luck with its current campaign, than it has in the past.

“It is really hard to get rid of gambling,” said Guo Shuanglin, a professor of history at People’s University in Beijing.

Guo explained, “There were strict laws against gambling in almost every dynasty in China. Take the Song Dynasty, for example, when gamblers were sentenced to death. In the Ming Dynasty, gamblers’ hands were chopped off. Even in the period of the Republic of China, they had a very strict anti-gambling law.”

As far away as Las Vegas, casino operators are seeing a shift in demographics for their most elite players, called “whales”, who are known to bet upwards of US$50,000 a hand. Since the 1980s, Las Vegas has seen a shift from Japanese businessmen to Chinese players, who now make up over 50% of the high-end clientele at some Las Vegas casinos.

Shen Mingming, a Beijing University expert on Chinese gambling, is skeptical that China’s government can sustain a long-term campaign against gambling.

“It means long hours for the police, and it cannot be sustained,” he said. “When the campaign is over, these organizations just quietly come back to life. Can you keep doing these campaigns every few months?”

However, this time China’s government has set up a special telephone number, to encourage citizens to turn in government officials who are embezzling government funds for illicit gambling runs.

China has recently conducted a series of high-profile arrests of corrupt officials who are caught gambling with public funds, two of whom used tens of millions of dollars to fund their gambling lifestyle.

The government has also made one special arrest to show that even high-level officials are not immune to prosecution due to their party position. Cai Haowen, who had been groomed by former Chinese President Jiang Zemin, was arrested this month on an overnight train in Jilin (??; pinyin: Jílín) province, while fleeing authorities for embezzling hundreds of thousands of dollars and losing it all while gambling.

Finally, China is starting to crack down on the easy visa programs which have permitted so much traffic to gambling emporiums outside of mainland government control. The new visa program requires that records be kept of the identity of the visa holder. This new visa requirement has started to have a noticeable effect on some border-town casinos, leaving a number of properties with idle employees and few Chinese customers.

New gambling review could jeopardize UK’s ‘supercasino’ plans

UK Prime Minister Gordon Brown has announced a review into the ‘social effects’ of gambling, throwing doubt over the government’s previous plans to grant a license for a 5,000 m² ‘supercasino’.

The review, to take place in September, will look at “whether regeneration in the areas for the super-casinos may be a better way of meeting their economic and social needs than the creation of super-casinos”. Gordon Brown made the announcement during Prime Ministers questions, in response to a question from Labour MP Andy Reed.

The plan to allow the building of a single supercasino, and 16 smaller casinos, was set in motion by previous Prime Minister Tony Blair. An independent Casino Advisory Panel had recommended in February 2007 that the supercasino license should be granted to the city of Manchester, a recommendation which the Government was expected to follow.

The new announcement by Gordon Brown throws doubt over these plans, and BBC News are quoting an unnamed ‘Whitehall source’ as having commented that the supercasino plan is “dead in the water”.

CNN medical correspondent to be named US Surgeon General

United States president-elect Barack Obama has chosen Dr. Sanjay Gupta, a medical correspondent from the American television station CNN, to be the next United States Surgeon General. Gupta, also a neurosurgeon, was reported to be chosen because of his background in broadcasting and skills in communication. He is currently the host of House Call, a program on CNN, a columnist for Time Magazine, a contributor to CBS News, and also a part time worker at Grady Memorial Hospital in Atlanta. He will likely leave all of these positions to serve as US Surgeon General.

Dr. Joseph Heyman of the American Medical Association supported Gupta, stating “If chosen, Dr. Gupta’s communication skills and medical knowledge could be a boon to the new administration’s health system reform efforts.” Conversely, Doctors Steven Woloshin and Lisa Schwartz from the Dartmouth Institute for Health Policy and Clinical Practice stated that the next Surgeon General would need to “…demonstrate skills that are too often missing in medical news on TV: skepticism about the science and a careful analysis of both the benefits and harms of medical care.”

According to reports by sources close to the discussions, Gupta met with Barack Obama on November 25 in Chicago to discuss the position. He later met with several advisors to the president-elect, including Thomas A. Daschle of the US Department of Health and Human Services. He was reported to tell Obama that he wanted the Surgeon General position. Gupta declined to comment about the situation yesterday, but did state that he plans to accept Obama’s choice.
