Despite passage of bailout bill, two US states may need loans

Sunday, October 5, 2008

Despite the passage of a 700 billion USD bill by the United States House of Representatives on Friday and the Senate on Wednesday, two U.S. states may need loans totaling over 14 billion dollars.

California and Massachusetts are seeking at least 7 billion dollars each from the federal government as loans. Officials and lawmakers in both states say that the loans would be temporary.

According to Massachusetts’ state treasurer, Timothy P. Cahill, the state was unable to borrow money last week on a short term loan. He also states that the state can afford to pay its bills and debts for the next few weeks, but not beyond that without a short-term loan from the government. Cahill has asked the federal government for a loan similar to the recent one passed by Congress and the Senate.

“That’s all we would ask them to do: Treat us like the investment banks,” said Cahill to the Associated Press.

Officials in California say they need an emergency loan, or they will run out of money by the end of October. California’s governor, Arnold Schwarzenegger said the state is “not out of the woods” and needs a short term loan from the government.

“California and other states may be unable to obtain the necessary level of financing to maintain government operations and may be forced to turn to the federal treasury for short-term financing,” said Schwarzenegger in a letter to the Treasury Department, which is taking the letter under consideration.

On Friday, the U.S. House of Representative voted to pass a revised bailout bill which included raising the FDIC insurance cap to $250,000, a move designed to please progressives. However, the $110 billion in tax breaks, earmarks and what has been called pork barrel spending is not offset by any increases in revenues and has added opposition to the bill from some Representatives in the House. Earmarks added into the bailout bill included $192 million in tax rebates for the Virgin Islands rum industry, $148 million in tax cuts for the wool industry, $100 million tax cuts to the auto racing industry, and $48 million in Hollywood tax incentives, among others.

The Basics To Buying R/C Planes If Your Taking Up This Exciting Hobby

Flying r/c planes has been a very popular hobby for aviation enthusiast. However many people have stayed away from this hobby because it has been considered a bit expensive to get into and maintain. This may have been the case in years past but the manufactures have started to come out with some planes that are easily affordable. So if you are just starting to consider purchasing a remote control plane then here are a few basics that you should keep in mind.

For the beginner you may want to consider what is referred to as and RTF. This stands for “ready to fly.” This means that there is no engine building or parts to put together that someone with a lot of experience usually does. By purchasing your plane ready to fly you can walk out of the hobby shop, go find a field and be ready to get the plane in the air. Purchasing a plane that requires more knowledge to assemble may be a bit deflating for the newbie as it will take time, effort and skill to get it properly assembled before you can even enjoy it.

Ask the person in the hobby shop which planes they would recommend for a beginner. The hobby shop owners can steer you towards the planes that they have personally heard good things about. For example some planes maybe too advanced and require more experience then you currently have. When you are looking for a plane you want one that you can easily get in the air and keep it there. These types of planes are referred to as trainers, and they assist you with learning how to fly the plane without crashing. This is because most of the trainers fly at a slower speed which allows you the time needed to correct any errors that you have made.

Cost is usually a factor when choosing an r/c plane. The good news is that you can find remote controlled planes for a decent price. You can find the battery operated RTF plane for as little as $35 and they can get up to around $120. Don’t forget that you will need batteries to go with them. The trainer planes usually start around $120 and can go up from there. Some of these planes are electric but the majority of these planes are gas operated.

When you are starting out you should also look for a plane that has a wide wing span. The wider the wing span is on the planes the easier it will be to fly. This is because they have more stability. The wider wing span makes it easier to get in the air and keep in the air; it will however limit your maneuverability a bit. This means that once you have learned how to fly with this plane and you are ready to do things such as tricks and higher skilled flying maneuvers you will need to upgrade to a more advanced r/c planes.

Strongest earthquake in 40 years hits Southeast Asia

Sunday, December 26, 2004

Indian Ocean – The death toll continues to grow and millions face a homeless life in the new year as coastal communities in south Asia struggle against continued aftershocks and flooding caused by the largest earthquake to strike the planet in more than a generation.

The magnitude 9.0 undersea megathrust earthquake struck off the western coast of Sumatra, Indonesia on December 26, 2004, at 00:58:50 UTC (or 07:58:50 local time in Jakarta and Bangkok).

The earthquake was the strongest in the world since the 9.2-magnitude Good Friday Earthquake which struck Alaska, USA in 1964, and the fourth largest since 1900. More than 140,000 deaths[1] were caused by resulting tsunami, which in Thailand were up to 10 meters (33 feet) tall, and struck within three hours of the initial event.

Multiple tsunamis struck and ravaged coastal regions all over the Indian Ocean, devastating regions including the Indonesian province of Aceh, the coast of Sri Lanka, coastal areas of the Indian state of Tamil Nadu, the resort island of Phuket, Thailand, and even as far away as Somalia, 4,100 km (2,500 mi) west of the epicenter.

While the earthquake and the tsunamis are no longer ongoing (other than aftershocks), the humanitarian and economic crisis generated by the disaster is still ongoing. This report will attempt to cover the crisis as it continues to develop.

Thursday, February 17, 2005

CARACAS, Venezuela —The Brazilian President Luiz Inácio Lula da Silva met the Venezuelan President Hugo Chavez on February 14, 2005 in Caracas, Venezuela. Brazil and Venezuela signed agreements of cooperation on many areas. According to the Brazilian government this was a strategical encounteur. This meeting is the first of three meetings that President Lula will have with South American Presidents in three days. The scheduled meetings are with the presidents of: Venezuela (February, 14), Guiana (February, 15) and Suriname (February, 16).

President Lula was accompanied by the following comitiva: the Minister of Development, Industry, and External Trade Luiz Fernando Furlan, the Minister of Finance Antônio Palocci, the Minister of Foreign Relations Celso Amorim, the Minister of Health Humberto Costa, the Minister of Mines and Energy Dilma Roussef, the Minister of Tourism Walfrido Mares Guia, the President of Petrobras José Eduardo Dutra, the President of National Economic and Social Development Bank (BNDES) Guido Mantega, the President of Eletrobrás Silas Rondeau Cavalcante Silva and the Special Secretary for Aquaculture and Fisheries José Fritsch. In addition a delegation of executives representing enterprises from Brazil accompanied the President.

The Brazilian Ministry of External Relations told the trip aims the construction of a strategical alliance and commercial integration between both countries. The Brazilian Presidential Advisor Marco Aurélio Garcia said:”With this gesture, Brazil will consolidate one of its major political goals, which is the constitution of a South American community of nations”. He added: “These agreements with Venezuela are strategical. We want this agreement as a model for other agreements in the region.”

According to President Lula the integration of the Latin America is the priority number one of his government. Days before the arrival in Venezuela and commenting about the trip Lula said: “We’re going to do the same thing in Colombia and in other countries in which integration is no longer a campaign speech but part of the way we deal with real things, day to day”.

The integration of the Latin America is the politics repeatedly proposed by Lula during the meetings of the Foro de São Paulo. According to him and the others members of the Foro there must be a integration among all the left parties and governments of Latin America. The union aims to be an alternative and opposing force to the politics and influence of the richest countries, mainly the United States. Among the organizations which are usually participants of the Foro de São Paulo are: Communist Party of Cuba, Colombian Communist Party, Communist Party of Bolivia, Communist Party of Brazil, Workers’ Party, Paraguayan Communist Party, Peruvian Communist Party, Socialist Party of Peru, National Liberation Army, Revolutionary Armed Forces of Colombia, Farabundo Martí National Liberation Front, Guatemalan National Revolutionary Unity, Tupamaros.

On December 4, 2001 during the 10th edition of the Foro de São Paulo in Havana Lula said:”A shoal of small fish may mean the finishing of the hungry in our countries, in out continent. We should not think as the History ended on our journey by the Earth. Even it happens just once, or with one gesture, let’s effectively contribute to the improve the life of millions of human beings who live socially excluded by this neoliberal model.”[1]

In Venezuela, once again, he brought out the integration wish: “This is the biggest dream I am carrying, that we can negotiate collectively, not like one country, but like a set of countries so we can do that our people may have the chance to conquer the full citizenship.”

Itchy Penis Coping Strategies Do S And Don Ts Of Penis Care

Itchy Penis Coping Strategies Do s and Don ts of Penis Care

by

John Dugan

In spite of the obvious pleasures that come from having a penis, most men are occasionally bothered by unpleasant problems like chafing, itching, redness, soreness, and general discomfort. An itchy penis is no joke, especially when a twitch in the boxers leaves men with an unbearable urge to scratch or readjust the package at the most inopportune times during a high-stakes interview or in the middle of a steamy date, for example.

Men who are affected by itching on a regular basis may feel frustrated and embarrassed, but in most cases, the cause is simple and easily addressed. Following the right steps to maintain penis skin health can help to relieve the discomfort and irritation.

What causes an itchy penis?

Penis itching can be caused by multiple issues, from dry skin to a coating of sweat and body oils to allergies or infections. Some common causes of itching include hygiene-related issues, overly dry skin related to aggressive masturbation, reactions to a lube or a partner s body fluids, sensitivity to the chemicals in lotions or soaps, or penis allergies to fabrics, environmental materials or latex.

Soothing the itch do s and don ts

When the urge to scratch comes around, there are wrong ways and right ways to deal with it. Following these rules can help to soothe the irritation and prevent further problems from developing.

DON T scratch. While the need to rub and tear at the offending area may be overwhelming, scratching provides only moments of relief, and it can make the problem much worse. Scratching damages the skin, leaving room for infections to take hold, and if contact with an irritant is the problem, scratching tends to spread the material around and increase the itch rather than relieve it.

DO identify the source If sensitivity or a penis allergy to something in the environment is causing the problem, it is important to identify it and avoid contact whenever possible. Some potential culprits include synthetic fabrics, rough clothing, plants such as poison ivy or poison oak, and latex condoms. Latex allergies, in particular, are problematic for many men, even those who have used condoms without incident in the past.

DON T ignore open sores or blisters

If the itching and burning is accompanied by redness, open sores, blisters or other visible blemishes, it is a bad idea to assume that they will go away on their own. Skin lesions and bumps can be symptomatic of an underlying condition that may require medical treatment.

DO see your doctor

Although most men tend to resist the idea of talking to a relative stranger about embarrassing skin problems, doctors have seen and heard it all and are able to view and discuss penis health in a matter-of-fact way. Skin itching and irritation may be caused by an infection or STD that requires medical treatment, so it is essential to get a professional opinion.

DO use a penis health cream as part of the daily care routine

For men who have sensitive skin that is prone to drying, itching and irritation, special attention to penis care can help to alleviate the symptoms when they occur and boost the skin s resistance to future problems.

To start with, keeping the area clean is essential. Washing away built-up dead skin cells, body oils and sweat can help to prevent chafing and irritation, and keeping the area well moisturized leaves skin soft, supple and well-hydrated. Skin that is moisturized is more resistant to irritation and infection. Use of an all-natural penis health cream (most health professionals recommend Man 1 Man Oil) enriched with vitamins, amino acids and minerals, as well as natural emollients such as shea butter, is an effective way to promote soft, healthy skin.

India set to install panic buttons on buses to combat sexual assault

Friday, May 27, 2016

The Indian Government announced on Wednesday they will issue a notification to ensure all buses are fitted with panic buttons to prevent sex-related violence occurring on buses in India. The motion was introduced by Road Transport and Highways Minister Nitin Gadkari. Installation of the buttons is set to become mandatory on June 2.

Tests are under way on 20 buses running from Rajasthan to New Delhi. Buses are to have panic buttons, a GPS-enabled vehicle tracking device, and CCTV cameras. The new buttons are located at the front doors and when pressed, a police control room has the ability to view live footage recorded inside the bus.

Last month, the government announced that as of 2017, mobile phones can’t be sold in India without a panic button. With the press of a single key, the panic button alerts emergency services that assistance is required.

Since a fatal sexual assault three and a half years ago on a bus in New Delhi, accompanied by increased rates of sexual assault, the government has been pressured to help women avoid the dangers of sexual assault. The bus sexual assault three and a half years ago resulted in India-wide protests, and laws regarding sexual assault were overhauled.

According to India’s National Crime Records Bureau (NCRB), in 2014 New Delhi reported 1,813 rapes, more than any other Indian city. In more than 80% of rapes across India, the victim knew the rapist. In data from 2013, the rapists in 539 cases were parents, in 2,315 cases other relatives.

In 2012 the NCRB said the country had 24,923 reported rapes. However, this number grew over the following year, with 2013 seeing 33,707 reported.

In 2013, NCRB said New Delhi saw 1,636 rapes reported, with an Indian average of 92 women per day. The New Delhi cases alone account for more than four per day.

Loss of integrity in underground city tunnel causes evacuation of Downtown Montreal

Sunday, August 26, 2007

A one-inch settlement of the roof of The Bay tunnel to the Montreal Metro caused authorities to evacuate 12 blocks of the Montreal downtown core.

Several people noticed water infiltration in the tunnel over the last few days. On Friday, August 24, at 1 p.m., while investigating another water infiltration incident, The Bay employees noticed that the ceiling of the tunnel portion of The Bay’s basement sales area had descended one inch over a 7 meter length. They subsequently called police. The police and firefighters evacuated the basement of the downtown Bay store. The police closed de Maisonneuve Boulevard from Aylmer Street to Union Street, over the area of the crack.

At 4 p.m., firefighters evacuated the Parkade Montreal Building and The Bay Department Store after finding pieces of concrete falling from the Parkade Montreal structure, a multi-story carpark with five levels of offices on top. They also evacuated the downtown portion of the Line 1 / Green Line of the Montreal Metro subway, from Lionel-Groulx to Berri-UQAM stations, and evacuated the McGill metro station, which is situated below The Bay tunnel. After consulting with city engineers, Centre 2001, the loading dock of the Bay and its Hertz car rental agency, Les Promenades Cathedrale underground shopping centre and office tower, and a neighbouring office tower to the Parkade were also evacuated. Police cordoned off an area from Bleury Street in the east to University Street in the west, and from Ste-Catherine Street in the south to President Kennedy Street to the north.

The closure of the Metro caused havoc to the Friday afternoon rush hour, as over 40,000 people regularly use the Green Line (Line 1) every day. Montreal Transit Corporation workers issued directions during the day, though some may not have been informed of a provisionary bus service to replace the lost subway service. Loudspeakers announced that commuters should use the unaffected Orange Line (Line 2), which has lines between 5 and 10 blocks south of Line 1 (Green Line), and also connects to Lionel-Groulx and Berri-UQAM stations.

The downtown area is intended to remain closed for at least the weekend, along with portions of the underground city, or RESO. The tunnel was built in 1966. For the last few days, city work crews have been working above the slab in question, digging a one meter trench to install a median and segregate a new bike path on de Maisonneuve Boulevard. The tunnel roof lies five meters below street level.

Residents of Montreal are frustrated with the crumbling infrastructure in and around the city, including the collapse of the de la Concorde Boulevard overpass over Autoroute 19 expressway last year, the shattering of a column holding up the Autoroute 720 Ville Marie elevated expressway last month, and other incidents.

Ingrid Newkirk, co-founder of PETA, on animal rights and the film about her life

Tuesday, November 20, 2007

Last night HBO premiered I Am An Animal: The Story of Ingrid Newkirk and PETA. Since its inception, People for the Ethical Treatment of Animals (PETA) has made headlines and raised eyebrows. They are almost single-handedly responsible for the movement against animal testing and their efforts have raised the suffering animals experience in a broad spectrum of consumer goods production and food processing into a cause célèbre.

PETA first made headlines in the Silver Spring monkeys case, when Alex Pacheco, then a student at George Washington University, volunteered at a lab run by Edward Taub, who was testing neuroplasticity on live monkeys. Taub had cut sensory ganglia that supplied nerves to the monkeys’ fingers, hands, arms, legs; with some of the monkeys, he had severed the entire spinal column. He then tried to force the monkeys to use their limbs by exposing them to persistent electric shock, prolonged physical restraint of an intact arm or leg, and by withholding food. With footage obtained by Pacheco, Taub was convicted of six counts of animal cruelty—largely as a result of the monkeys’ reported living conditions—making them “the most famous lab animals in history,” according to psychiatrist Norman Doidge. Taub’s conviction was later overturned on appeal and the monkeys were eventually euthanized.

PETA was born.

In the subsequent decades they ran the Stop Huntingdon Animal Cruelty against Europe’s largest animal-testing facility (footage showed staff punching beagle puppies in the face, shouting at them, and simulating sex acts while taking blood samples); against Covance, the United State’s largest importer of primates for laboratory research (evidence was found that they were dissecting monkeys at its Vienna, Virginia laboratory while the animals were still alive); against General Motors for using live animals in crash tests; against L’Oreal for testing cosmetics on animals; against the use of fur for fashion and fur farms; against Smithfield Foods for torturing Butterball turkeys; and against fast food chains, most recently against KFC through the launch of their website kentuckyfriedcruelty.com.

They have launched campaigns and engaged in stunts that are designed for media attention. In 1996, PETA activists famously threw a dead raccoon onto the table of Anna Wintour, the fur supporting editor-in-chief of Vogue, while she was dining at the Four Seasons in New York, and left bloody paw prints and the words “Fur Hag” on the steps of her home. They ran a campaign entitled Holocaust on your Plate that consisted of eight 60-square-foot panels, each juxtaposing images of the Holocaust with images of factory farming. Photographs of concentration camp inmates in wooden bunks were shown next to photographs of caged chickens, and piled bodies of Holocaust victims next to a pile of pig carcasses. In 2003 in Jerusalem, after a donkey was loaded with explosives and blown up in a terrorist attack, Newkirk sent a letter to then-PLO leader Yasser Arafat to keep animals out of the conflict. As the film shows, they also took over Jean-Paul Gaultier‘s Paris boutique and smeared blood on the windows to protest his use of fur in his clothing.

The group’s tactics have been criticized. Co-founder Pacheco, who is no longer with PETA, called them “stupid human tricks.” Some feminists criticize their campaigns featuring the Lettuce Ladies and “I’d Rather Go Naked Than Wear Fur” ads as objectifying women. Of their Holocaust on a Plate campaign, Anti-Defamation League Chairman Abraham Foxman said “The effort by PETA to compare the deliberate systematic murder of millions of Jews to the issue of animal rights is abhorrent.” (Newkirk later issued an apology for any hurt it caused). Perhaps most controversial amongst politicians, the public and even other animal rights organizations is PETA’s refusal to condemn the actions of the Animal Liberation Front, which in January 2005 was named as a terrorist threat by the United States Department of Homeland Security.

David Shankbone attended the pre-release screening of I Am An Animal at HBO’s offices in New York City on November 12, and the following day he sat down with Ingrid Newkirk to discuss her perspectives on PETA, animal rights, her responses to criticism lodged against her and to discuss her on-going life’s work to raise human awareness of animal suffering. Below is her interview.

This exclusive interview features first-hand journalism by a Wikinews reporter. See the collaboration page for more details.
